Do We Want MID to Keep Giving Money to Lobbyists?

Can it really be a coincidence MID gives money to organizations like the Alliance and the Chamber of Commerce and then representatives of these same organizations appear at MID meetings to promote the very arguments those who push the funding have? Consider what has happened recently when officials in the Alliance and the Modesto Chamber of Commerce stood many times both at the MID podium and at various organizations speaking in behest of the water sale, MID donates money and the representatives make their appearance.

MID is proposing to give the Alliance $20,000 again this year like they have in years past. MID also buys “pages” in the Chamber of Commerce’s publications at our expense and the Chamber Directors conveniently appear for MID meetings, Rotary, and the County Board meetings.  It’s another example of the “good old boy” way to do business.  They use OUR money to achieve their aims.

The Alliance’s IRS designation is that of a 501 (C)  (6).   Let’s just make it easy and call the m a 501C6.  This enables them to spend their time and money  on lobbying.  The Chamber is the same. A type of non-profit,  a little like SCAP (you remember them) was a non-profit. They can pay themselves any amount they choose and still pretend to the world their hands are clean.

The Alliance even refers to business donors as investors except for MID and maybe others because the paperwork I received from the Alliance doesn’t show a list of donors and/or amounts.  Remember MID is supposed to be a non-profit and Allen Short was making over $200,000 yearly.  Not bad for a non-profit.

According to Bill Bassitt the Alliance has three budgets.  The money from the State and County seem to be closely accounted for but the business donations aren’t dealt with so clearly (or at all) as far as I can tell. Maybe he hasn’t sent me that budget yet. He did say they revise it monthly.

The idea of MID making the donations is to create more electric sales. I have to chuckle at a company who on one hand is supposed to be cutting back on both our rates and consumption and on the other hand is spending ratepayers money on selling more electricity.  Especially interesting is the fact MID wrote over $2.5 M in bad debts to BUSINESSES who didn’t pay their bills last year.  So ratepayers covered the losses created by businesses and now we’re being asked to pony up another $20,000 to attract more.

When I waded through the MID budget workshops I didn’t see the line item for giving Modesto Lobbyist Cecil Russel the Chamber’s donation, or the subsequent advertising purchases (page buys) that make the Chamber so happy with MID Directors  Tom Van Groningen and Glen Wild.

The County and the City both donate to the Alliance so I feel like I’m already getting taxed twice for these lobbyists.  I don’t want to pay another user fee to MID so Tom and Glen can make nice with their buddies at the local watering hole while they’re playing pass the scotch.

The Oakdale Irrigation District on the other hand has cut them back to just $2,000 again this year. Personally I think the $2,000 is too much and that if Directors want to make a donation it should be out of their own wallet, not ours.

Yes, I do remember Bill Bassitt making the claim at the last MID meeting that OID was in this year for $10,000.  But that was an intentional misstatement.  Why should we be surprised, after all, he’s just another lobbyist.

Modesto Chamber of Commerce Drops the Ball Wants City Bailout Money

Over the last several months we’ve been regaled with several tales lauding  the Modesto Chamber of Commerce’s CEO/lobbyist Cecil Russell and side kick Mike Moradian for raising money to restore Modesto’s Arch.  While I acknowledge it’s a fine project, and will be somewhat appreciated, does the City of Modesto really have $40,000 in the General Fund with nowhere else to go?  We’re even being asked to throw in $15,807 from the Mann Grant Donation into the project for a total of $55.807.00.

At a recent City Council meeting lobbyist Cecil Russell was given a round of applause as was Mike Moradian for selling the $3.00 “Golden” candy bars.  There were several stories in the Modesto Bee ( Aug.18, Sept.7 & 11 and Oct.1) about what a great job the Chamber has done raising money.  But now they come, hat in hand, begging for tax money that could have gone toward another police officer on the street. 

It’s Item #11 under new business http://www.modestogov.com/sirepub/mtgviewer.aspx?meetid=460&doctype=AGENDA   on this weeks agenda.  What?  You say you haven’t read about it anywhere?  Not even in the Modesto Bee?  Apparently City manager Greg Nyhoff requested this item be added.  But how did he hear about the need?

There is little doubt that when he blew off last weeks agenda meeting and missed half of the Safety and Communities meeting, he was being apprised of the situation as the city liaison with the Chamber.  He failed to mention it upon his return from the meeting, but since he likes to keep city business on a need to know basis or as strictly required by law, we don’t wonder why, as it would keep his secret as long as possible.  At least several City Council members were surprised to see this item on the agenda when it was published on Friday afternoon.

The Chamber of Commerce has already planned a celebration for October 26, 2012.  But they FAILED to raise the necessary money to pay for it.  Unfortunately it says more about Mr. Russell’s leadership than it does about Modesto businessmen.  I don’t believe this would never have happened under someone who was  as  fiscally responsible as former Chamber  CEO Joy Madison.

Lobbyist Cecil Russell has done a lot of bad-mouthing against the Modesto City Council over his client/benefactor the Double Tree turning down the Modesto Centre Plaza deal. You would think he would have run into some resistance for being a grandstander who failed in his responsibility to come through with the promised funding.

Next time the Chamber of Commerce or its CEO have grandiose plans (for the public’s good) I hope they can pay for it themselves and leave Modesto’s general fund out of the equation.

It’s Time to Take Special Interest’s Big Money out of Local Politics

Last night during the public comment period at the Modesto City Council meeting a man stood up and asked for the Council to take another look at Modesto’s “Time Is Now, Clean Up Politics” or TIN CUP ordinance.  This is an opportunity for EVERYONE, regardless of political bent, to help level the playing field of local politics. 

Do you believe unions hold too much sway or think developers can buy our elected officials by the handful?  Since we are in between local election cycles,  now is the time to change the rules our local politicians are required to play by.

At this point in time we have a $3,000  limit before our elected representatives are required to step back or recuse themselves from voting for a contributors project.  That, in the opinion of many Modesto Citizens, is too high.

What was proposed last night is a $1,000 limit on Council races and a $2,000  limit for Mayoral races with a 48 month floating window.

People are still allowed and encouraged to contribute to their favorite candidates as much as they choose so this doesn’t violate anyones civil liberties. The only caveat is if they go over the limit, the individuals receiving the contribution would not be allowed to speak to or vote on any measure put forth by, or that financially benefits, their contributor.

This seems very straight forward and you would think anyone  for better government would be standing in line to endorse this measure.

Very soon we’ll have  a link  to a petition for everyone who wants clean government can sign.  We hope the Modesto Chamber of Commerce will support and endorse this proposal.

Citizens of Modesto, the ball is in your court. Please help us hit a grand slam  for the home team by knocking it out of the park.
